Madhya Pradesh High Court guidelines (December 2024)
Indore is in Madhya Pradesh. The Madhya Pradesh High Court issued interim school bus safety guidelines in a case that began after a school bus accident in Indore in 2018. We opened one law report. It is dated and attributed below. These are court guidelines, and the State was asked to bring its rules in line, so please ask your Indore RTO what applies to your buses now.
- Why the Court issued guidelines. SCC Online reported that the Court found no specific school bus provisions in the Madhya Pradesh Motor Vehicles Rules, 1994, and issued interim guidelines under Article 226 of the Constitution. The judgment is Pramod Kumar v. Govt. of India, decided on 4 December 2024.
- GPS, CCTV and the parent app. The guidelines say school buses should have GPS tracking and CCTV cameras, so that parents can track and view the vehicle through a mobile app.
- People on the bus. A teacher or staff member should travel with the students from the first stop to the last. Each school should name a senior teacher or staff member as the vehicle incharge. The guidelines also speak of regular medical check-ups and background checks for drivers and conductors.
- Who looks after compliance. The Regional Transport Officer and the traffic police officer in each district were asked to see that the rules and guidelines are followed. The Court asked the State to amend its Motor Vehicles Rules to match.
