School bus guidelines in Tamil Nadu: what has been reported

Chennai follows Tamil Nadu's school bus guidelines. The reports below are dated and attributed, and they are not a full list of rules. Please ask your Chennai RTO or the Directorate of Private Schools what applies to your buses.

School Education guidelines (April 2024). The New Indian Express reported that, after reports of student harassment in private school vehicles, the Directorate of Private Schools issued guidelines to schools across the state. They included appointing female assistants, employing experienced drivers with no police case against them, and fitting GPS and CCTV cameras in vehicles. The report says the guidelines were based on court orders, the Tamil Nadu Motor Vehicles (Regulation and Control of School Buses) Special Rules and government orders.
EMIS portal. The same report says private schools were asked to upload details of their vehicles, drivers and assistants to the Education Management Information System (EMIS) portal, and that the details would be used to check vehicles during inspections before the next academic year.
A schools association's objection (May 2026). The New Indian Express reported that a private schools association asked the state government to step in over fitness inspections of school vehicles. It alleged that some RTOs asked schools to fit GPRS devices from preferred dealers at high prices, and argued that there is no such requirement for school vehicles. These are the association's claims. We cannot confirm them and take no side. They are a reason to ask your RTO in writing which device specifications it accepts.

Chennai school bus set-ups and what each one needs

What follows is general guidance with questions to ask. It is not based on customer stories.

Before the new academic year

The reports tie vehicle inspections and fitness checks to the start of the academic year, when many vehicles need to be checked at about the same time. Do not leave device fitting to the last week. Ask the RTO: Which device specifications do you accept? Ask any seller: Will the quote name every item, so it can be compared with other quotes?

Female assistants and trip records

The Directorate's guidelines, as reported, include female assistants on school vehicles. A school can keep a record of which assistant is on which trip. As described on the Satcop India website, the driver and attendant app has an attendant attendance mark. Ask: Who in our school checks the daily trip record?

Details for the EMIS upload

Schools were asked to upload vehicle, driver and assistant details to EMIS. We do not say My School Ride connects to EMIS. The practical question is how easily a school can get its own records out of a system. Ask any seller: What reports can the school download for each bus?

Heavy rain and long routes

Chennai gets heavy rain in the northeast monsoon season, and a long route can run late when roads are wet. A live map and a reminder before the stop let parents plan. Ask: What does a parent see when the bus is delayed?
