Phone-Based vs GPS Device School Bus Tracking: Which Fits Your School?

Quick answer
The official Maharashtra Gazette of 16 July 2026 asks every school bus, education institution bus and school van to install a vehicle location tracking device (VLTD) with a panic button that meets specifications not inferior to AIS-140. The rule talks about a device installed in the vehicle. It does not mention a phone app as a replacement. If your school is in Maharashtra, treat a GPS device as the starting point, and ask your RTO before you rely on a phone-only setup. In states without a similar rule, a phone-based service may be one of the options to look at.
What do we mean?
- Phone-based tracking: the bus location comes from a phone (for example the driver's phone) running an app.
- GPS device tracking: the bus location comes from a tracking device fitted in the bus.
We keep the two terms simple on purpose. Products vary, so ask every vendor how its own system works.
What the Maharashtra rule asks for
From the Gazette (rules 10(xxix) and 10A):
- A VLTD with a panic button, conforming to specifications not inferior to AIS-140.
- A Digital Safety Monitoring System that includes the tracking device, integration with the State-level monitoring platform, CCTV or video surveillance, and a certified mobile or web app giving live tracking, digital attendance, automated alerts and role-based access for parents, school authorities and enforcement agencies.
- A feed of CCTV footage to parents through the app.
- A daily attendance record with boarding and de-boarding times (rule 6C).
- Compliance within three months from Gazette publication (16 July 2026), or the permit is liable to suspension or cancellation (rule 11C).
The Gazette asks for more than a map: a fitted device with a panic button, cameras and links to a state platform. Please read the full text or ask your RTO.

More questions to ask a vendor
These are questions, not claims. Every system is different.
- What happens to tracking if the phone is switched off, runs out of charge or is taken out of the bus? (phone-based)
- What happens to tracking if the device loses power or network? (device)
- Who installs, who fixes problems, and how fast? Is it in writing?
- Who owns the data, and who can see it?
- What do we pay after the first year?
What about cost?
We do not give a price for either option here. One published figure: a school bus operator quoted in the Times of India (Mumbai, 19 July 2026) said most school buses already have GPS tracking systems costing between Rs 3,000 and Rs 5,000. Where My School Ride fits
As described on the Satcop India website, My School Ride uses a 4G GPS device fitted on the bus. It sends the location about every 5 seconds to a live map for parents and the school. Optional 4G cameras and dashcams and RFID attendance are also offered. We do not claim My School Ride works without a device on the bus.

Frequently asked questions
Can a phone replace a GPS device on a school bus?
In Maharashtra, the Gazette of 16 July 2026 asks school buses and vans to install a tracking device (VLTD) with a panic button meeting AIS-140 specifications. It does not mention a phone as a replacement. Ask your RTO before relying on a phone-only setup.
Do the Maharashtra rules need anything besides tracking?

Which option costs less?
We cannot say, because prices depend on what is included. The only price we found for school bus GPS is one operator's statement of Rs 3,000 to Rs 5,000 (Times of India, 19 July 2026). Ask each vendor for a written quote that lists the device, panic button, data subscription, installation, warranty and GST.

Use the table above. Start with: is there a device fitted on the bus, does it meet AIS-140, does it include a panic button, and how does the system meet the CCTV, attendance and State-platform points?
