Who sets the rules in Delhi

Delhi is the National Capital Territory (NCT). Its road transport directions come from the Delhi Transport Department, not from a state government such as Maharashtra, Haryana or Uttar Pradesh. Gurugram and Noida are often grouped with Delhi as "Delhi NCR", but they are in Haryana and Uttar Pradesh and follow those states' transport departments.

What has been reported

We opened one dated report. We did not find a Delhi school bus order that we can quote, so this page states no Delhi school bus rule. Please ask the Delhi Transport Department or your RTO which orders apply to school buses.

Directions to bus operators (3 September 2026). The New Indian Express reported that the Delhi Transport Department issued directions to bus operators in the NCT, and that they also apply to buses from other states that ply in Delhi. The directions cover keeping vehicle tracking devices working, carrying fire extinguishers and first-aid kits, parking buses overnight only at secure, well-lit places, and verifying drivers, conductors, attendants and other staff before they are deployed.
What this is not. These are directions for bus operators in general. They are not a school bus order, and we do not present them as one.

Routes that go beyond Delhi

A school in Delhi may run some routes into neighbouring states. Each state has its own transport department, so one bus may fall under more than one set of directions. Ask the RTO: Which orders apply to each bus? Ask any seller: Does the app show every route in one list, whichever state it runs in?

Summer heat, monsoon rain and winter fog can change pickup times in a large city. A live map and an alert before the stop help a parent decide when to bring a child out. Ask: How often does the bus location update, and what does a parent see when the bus is late?

Staff records

The Delhi directions reported by the New Indian Express ask operators to verify drivers, conductors and attendants before deployment. A school that hires a transport contractor can ask for the same information. Ask: Where are driver and attendant details kept, and who can see them?
