Haryana, not Delhi

Gurugram is in Haryana. Its school bus directions come from the Haryana Transport Department and the Transport Commissioner, and are not the same as Delhi's. The reports below are dated and attributed. They are not a full list of rules, so please ask your Gurugram RTO what applies to your buses.

What has been reported

Human Rights Commission order (25 May 2026). The Hindu reported that the Haryana Human Rights Commission, citing the state's Surakshit School Vahan Policy, ordered regular inspections of school buses to check that CCTV cameras are installed, working and recording, and that the footage is kept safely. The Commission also asked district and sub-division committees, which include the Deputy Commissioner, the Commissioner of Police, the District Education Officer and Road Transport Authority representatives, to carry out the inspections and send compliance reports.
Gurugram school bus audit (6 August 2026). Hindustan Times reported that the Regional Transport Authority and the traffic police inspected school buses in Gurugram district against a list of safety points, including registration, fitness, insurance, permits, vehicle tracking, CCTV, fire extinguishers, first-aid kits and exits. Officials found gaps such as missing female attendants, first-aid kits and CCTV that was not working properly. Schools were given time to fix them, with fresh checks planned afterwards.
Who checks. Together, the two reports name the Regional Transport Authority, the traffic police and the district committees as the bodies that inspect school buses in the district.

Footage that must be kept safely

The Human Rights Commission order reported by The Hindu is about cameras that work, record, and keep footage safely. A camera that is fitted but not recording does not help after an incident. Ask any seller: Where is the footage kept, and who can see it? Can the school check that each camera is recording? As described on the Satcop India website, footage is kept in the cloud and/or on the device, for authorised access only.

Attendants and first aid

Hindustan Times reported that inspectors found gaps such as missing female attendants and first-aid kits. These are things a tracking system cannot supply, but a school can use the system to keep a record of who is on each trip. As described on the Satcop India website, the driver and attendant app includes an attendant attendance mark. Ask: How does the school record which attendant is on which bus?

Societies and sector gates

Many pickups in a city like Gurugram are at the gates of large residential societies. An exact stop and a reminder before the stop help parents and gate staff. Ask: Can we set the stops and change them mid-year?
